Community Recommendation Factors

The CEDC will prioritize candidates for recommendation who are most likely to settle and reside in Thunder Bay and contribute to the local economy. Where more candidates meet the required minimum score than can be given a recommendation in a period of time, the highest scoring candidates will be further assessed for recommendation. Candidates with a spouse will be assessed using criteria that includes their spouse’s qualifications.  Single applicants will be assessed separately. All required documentation must be submitted in English or French.

The CEDC may place caps on applications for recommendations, by occupation, sector, and skill level or otherwise. These details will always be made available on the website detailing community recommendation factors. Presently, recommendations are capped by skill level.

  • the number of recommendations currently capped by skill level
  • the number of recommendations have been issued per skill level
  • the number of recommendations are remaining per skill level

How to get these points:

Note: Candidate’s with job offers in skill level A and B will be assessed for having a qualifying educational credential.  A candidate with a job offer in skill level C will be assessed for either qualifying education educational credential OR work experience but not both. Candidate’s with a job offer in skill level D will be assessed for work experience.

At the time of application for a community recommendation, the candidate has a job offer in skill level A, B or C and has a qualifying educational credential that meets the following requirements:

Qualifying Educational Credential:

Required documentation: Copy of Canadian certificate/diploma/degree OR educational credential assessment (ECA)

Qualifying Work Experience:

At the time of application for a community recommendation, the candidate has a job offer in skill level C or D and has work experience that meets the following requirements:

  • At least two years of cumulative paid full-time (or the equivalent in part-time) work experience (3, 120 hours) within the past 5 years.
  • In any of the priority occupations in skill level C or D.
  • Can be with multiple employers in different occupations.
  • Satisfies the employment requirements as described in the Government of Canada National Occupation Classification Profile for any of Thunder Bay’s priority occupations in skill level C or D.
  • We will not consider self-employed work experience.

  • company letterhead with address, telephone/fax numbers, email, and website addresses
  • supervisor name & signature

How to get these points:

If the candidate’s job offer is in an occupation that requires a mandatory licence or other authorization in Ontario, that the candidate holds the required licence or authorization at the time of application for a community recommendation.

If the job offer does not require mandatory licensing or authorization, that the candidate has achieved additional relevant certifications or registration with associated regulatory bodies as described in the Government of Canada National Occupation Classification Profile for the position in the job offer at the time of application for community recommendation.

At the time of application for a community recommendation, the candidate has a job offer in a priority occupation and has work experience that meets the following requirements:

  • At least two years of cumulative paid full-time (or the equivalent in part-time) work experience within the past 10 years at the time of application for a community recommendation.
  • The work experience must be in the same skill level as the job offer.
  • Maximum points will be issued to candidates with cumulative work experience between 6 to 10 years.

  • Can be with multiple employers in different occupations.
  • We will not consider self-employed work experience.

To show educational credential:

Has an educational credential that meets the following criteria:

  • Canadian or foreign educational credential that closely matches the education needed for entry into one of our priority occupations. 
  • Does not need to be an equivalent to a Canadian diploma.
